Logical Framework Approach
Straightjacket or lifeline?
For more than three decades the Logical Framework Approach has played a key role in the formulation, implementation and evaluation of projects and programmes. For many development practitioners the Logical Framework is a burden imposed by donor agencies, whilst others praise it as a useful tool which facilitates systemmatic planning with different stakeholders; reason perhaps to have a closer look at the Logical Framework Approach.
Participants
You are involved in formulating or appraising proposals or responsible for operational planning in which the Logical Framework plays an important role.
Course objectives
At the end of this three-day course you will understand the different elements in a Logical Framework and be aware of its possible applications. You will appreciate the relationship between the Logical Framework and the recently-introduced concept of Result Based Management (RBM), and its usefulness during formulation, implementation (periodical planning) and evaluation of projects and programmes. Both the formulation and appraisal of a Logical Framework will be discussed and practiced. As a participant, you will formulate a Logical Framework for a real-life case of your own. You will follow the steps relating to stakeholder analysis, situational analysis and solution finding. Finally, sets of appraisal criteria from different donor agencies will be used in an exercise to appraise a Logical Framework.
