Institutional sector and organisation analysis
More and more donors are turning away from assitance by means of projects to assistance by means of assistance to
complete sectors. This sector-wide approach has consequences for the way in which the assistance is organised and
managed.
ISOA workshop
MDF has developed a framework and process for
analysis of a sector with regard to its institutional setting and functioning of organisations within that sector. This
framework and approach has been labelled ISOA (Institutional Sector and Organisation Analysis).
In a workshop, all main actors in a sector, including donors analyse their performance. They discuss about bottenecks, threats, strengths and opportunities. Based upon the outcome of the discussions, they identify possible ways and means for improvements.
The ISOA can also be applied in the analysis of counterpart organisations and their institutional context in specific sectors. This way it can be determined to what extent the ministry concerned or other counterpart organisation has the capacity to implement the sector policy and to spend the requested funds in a transparent way.
