Institutional Assessment, Sector Analysis and Value Chains
Institutional assessments and sector analysis is fundamentally about creating an overview of what goes on within a given setting, be that a specific sector or across sectors, including how various actors perform individually and combined. It also involves identification of bottlenecks and how to overcome these in order to improve long term sector performance. Performing such analyses may require a closer look at the role and performance of organisations using vertical chain thinking e.g. national-regional-local service provision levels as in decentralisation processes or value market chains and sector specific service provision. It could also involve context screening to capacitate actors operating at the same service or delivery level e.g. within health, education or agriculture to become more clear on potential complementary or duplicating roles.

How effective are the sector frameworks and local institutional structures in bringing about change, including ensuring a good linkage from local to national levels through value chains? |
We carry out institutional assessments, sector and value chain analyses and help track performance within specific sectors and institutional settings, including assessing cooperation and coordination arrangements and the influence of policy, regulatory and legislative frameworks. In practice, this may require capacity development and gap analysis, capturing and strengthening vertical and horizontal linkages to improve overall sectoral performance. We also offer tailor-made training support to capacitate institutions to improve their performance by adding incremental value to their existing capacity in terms of work content, processes and structures.

- Joint Sector Review of agriculture, education, health, housing and governance sector in Suriname;
- Sector analyses in Rwanda for Ministry of Justice, in Senegal within forestry sector, in Sri Lanka for an environmental assessment, and in Malawi relevant to the agriculture sector;
- Application of DGIS Sector Track Record for the Dutch Embassy in Rwanda to map out sector progress within priority areas;
- Facilitating strategic development processes of higher education institutions through external analysis of public, private sector and labour market in Rwanda, Benin and Ethiopia;
- Capacity assessment of Belgium International NGO to develop and support sustainable agriculture market chains in several countries;
- Evaluation of TMF funding with respect to economic development in the intervention chain from DGIS to local partners and target-groups;
- Institutional support for strengthening capacity of universities in Indonesia in modern curricula development, external relationship building and how to respond to local labour market demands;
- Preparing a manual and developing an approach for Institutional and Organisational Capacity Assessment for the Belgium Technical Cooperation.
