MDF Brussels, in cooperation with MDF Ede, conducted a number of awareness workshops in Result Based Management for the Belgian Development Cooperation. The initiative clearly underlined the willingness of the management of the Directorate General of Development Cooperation within the Ministry of Foreign Affairs (DGDC) to put in application the commitments made at the international level, in particular through the Paris Declaration. The management committee as well as the staff went through the process: five workshops and a feedback day for management and staff.
Results compared to objectives of these workshops can be very briefly defined as follows:
• Staff of DGDC was better informed on concepts and principles of RBM and of some practical examples
elsewhere, although more concrete and practical examples were requested
• Awareness has been risen on the usefulness and importance of RBM in the context of improved effectiveness
of aid, although questions remained on feasibility taken into account the specificities of the Belgian context
• Staff of DGDC was aware of the importance of clearly defined objectives for each department so as to better
understand the role of each actor in the results chain
After the staff workshops a feedback day was held with the management committee and the staff in which MDF presented the conclusions and our vision on how to further introduce RBM within DGDC.

From 18-20 September MDF hosted a course in Outcome Mapping delivered by Terry Smutylo and Beatrice Briggs. Terry, the lead trainer, introduced Outcome Mapping (OM) in 2001 and is also the co-author of the Outcome Mapping book - IDRC 2001. Beatrice has served as coordinator of the Latin American Centre for OM, forming a team of OM specialists in the region. Overall coordination was in hands of MDF Trainer Sjoerd Zanen.
24 participants from various international development organisations from 12 different countries attended the course. All were seeking new planning, monitoring and evaluation tools.
Outcome Mapping focuses on one specific type of result, namely the outcomes of behavioural change. As development is essentially about people relating to each other and their environments, the focus of OM is on people. The originality of the methodology lies in its shifting away from assessing the development impact of a programme (e.g poverty alleviation) towards changes in the behaviour, relationship, actions or activities of so-called indirect stakeholders.
The course participants were satisfied and considered the course as "eye opener", "food for thought", "applicable and down to earth", "useful tool for thinking on the conceptual level". MDF is very satisfied with the outcome and intends to repeat this course in the spring of 2008; please keep an eye on our website for more information.

How to enhance the existing capacities of embassy staff to support their partners in addressing institutional and capacity development challenges? This is one of the questions underlying the Support Programme for Institutional and Capacity Development (SPICAD) of the Netherlands Ministry of Development Co-operation. The aim is to increase the effectiveness of development activities carried out by the Netherlands.
I have been asked to take this challenging assignment with the Netherlands Embassy in Rwanda. There are so many issues related to the broad and often vague concept of Institutional Development that one has to make choices. What issues are urgent, most important, and can be influenced? Does staff have the required trust in the coach-consultant, do they have time to sit and share their questions and does the working culture of the embassy permit for such an open dialogue?
The two missions carried out since September have led to a focus in the subjects to deal with and has created trust between staff and the coach-consultant. Now the road for a joint voyage to discover more institutional answers on complex questions is open. It promises to be an unconventional and very interesting trip to the benefit of development of the "man in the street".

Our knowledge portal eMDF is nearing completion. In 2008, it will be introduced step by step on our website www.e-mdf.nl. It will consist of a number of elements:
• eMDF Knowledge Centre: all kinds of background articles and MDF syllabi are stored and easy accessible. It also gives an exhaustive list of links on related subjects.
• eMDF Communities: platforms around MDF courses with discussions and sharing of knowledge on relevant topics within Development Co-operation. There will be Communities of Practice, with members from all over the world who are active in the same field, and in Learning Communities.
• eMDF Courses: MDF is currently working on distance learning courses that will be offered from 2008 onwards.
• International Advisory Trail Platform, this is an online place where IAT participants can share their experiences with other participants, where they can contact their coach, download background materials and upload their portfolios.

Marjo Vervoorn, senior trainer/ consultant in Human Resource Management. Marjo combines over 20 years professional experience in project management and acquisition, human resources development, training and extension education, in Asia and Africa.
Jolanda Buter, trainer/ consultant in Project Cycle Management. Jolanda has long term and short term experience in UN, EU and INGO's projects. She uses her creativity and capacity to support the development of teams and organisations.
Bas Beisiegel, junior trainer/ consultant in Project Cycle Management. He was previously working for Van Hall-Larenstein where he focused on the capacity building in HIV/AIDS and rural development.
Antoon van het Erve joined us to support the development of eMDF.
