Logical Framework & Objectives Oriented Project Planning
The Objective Oriented Project Planning (OOPP) method is a participatory planning approach. It identifies at first the stakeholders and then analyses thoroughly the problems that the project intends to solve as well as the opportunities and objectives related to the problematic situation. If this analysis and subsequent intervention design is widely supported by all stakeholders, the chances of successful project implementation will increase considerably. This participatory process finally leads to a project plan in the form of a Logical Framework.
The Logical Framework, or simply logframe, is a widely applied tool for comprehensive project formulation since it encourages concise project description in a standardised way. The logframe is also a practical monitoring tool during the implementation of projects. Its function as a management tool is however less known and the use of the Logical framework during the implementation period depends widely on how it was designed during the identification and formulation stage of a project.
Course Objectives
By the end of this course, participants will be able to:

prepare and evaluate projects by using the Logical Framework

Participants
This course aims at staff within development organisations involved in preparation, supervision, coordination and guidance of development projects and programmes in one or more phases of the project cycle. These include among others desk officers, programme officers, staff from resident representation offices and managers of financing and implementing agencies.
Course Content
Logical Framework
Once the Project Cycle Management is introduced as an overarching concept, the course will focus on the planning stage. You will learn how to prepare a project or programme proposal using the Objective Oriented Project Planning (OOPP) approach. Based on the analysis of problems and objectives you will learn how to draw up a Logical Framework incorporating an intervention logic, indicators, risks and assumptions.
You will discover how to use the logframe for drawing up a budget and for adequately appraising projects and programmes.
Budgeting
Formulating a proposal also involves an adequate assessment of the budget. Often, the link between the project activities and the cost categories is not sufficiently clear. In this training, project managers learn how to prepare a budget linked to the logical framework.
Portfolio managers
Portfolio managers of projects will be invited to analyse their own role and responsibilities in order to design a logical framework for portfolio managers. This will lead to a more effective use of human, financial, material and organisational resources.

Training Method
The training method used is highly participatory. The trainers will propose theoretical tools and models for analysis which will be linked to day-to-day practice through practical exercises based on case material brought in by the client. Standard case material can also be provided by MDF.
During this process, the trainers will stimulate discussions and the exchange of practical experiences and know-how between participants.
